Strange error when opening .chm files

I have just discovered a strange error when opening .chm files.

If I start the .chm file from explorer I get a number of Script Errors

    OR

If I step through all errors all iconsimages are not displayed!

If I step through all of the error dialogs, pressing Esc, and click Refresh, stepping through all errors again, and then click Refresh the .chm file is displayed correctly

BUT here comes the strangest thing!
If I create a small program that opens the .chm file using ShellExecute or System.Diagnostics.Process then it works perfectly direct!!??

I have uninstalled HTML Workshop SDK and re-installed. Version 1.3
I have used the Default File Type Association .reg file found here
Default File Type Associations - Restore

    I'm running Windows 7 SP1 32-bit Ultimate

The .chm file used for the screen dumps was created with Sandcastle Help File Builder 2014-11-22.0, but I get the same result with any .chm file...

    I have found a clue!

If I run the calling program as admin then everything works!

So it must be some permission that is wrong for my user, but which....?
