Notepad & windows Photo Viewer will Not Open Please Help

Having the following issues with Notepad and Windows Photo Viewer will not open.

Windows 7 Ultimate 64 Bit Retail version. Have full administrator and UAC is turned off. Installed windows several months ago thru elevated command prompt.

Start/all Programs/accessories/Notepad right click will not open. Opens in the tool bar only.
.cfg file right click/open with/notepad_will not open is showing in the tool bar.

Start/Pictures/open folder/right click/open with/windows Photo viewer. Same issue opens in the tool bar only cannot view pictures.

Following test thinking there was a virus.

1.Tried to run Nod32 full system scan. Message saying must activate. Activated the license ran up date issue message must activate. Ran Nod32 up dates booted system ran full system scan virus found none. Still have a message must activate Nod32. This issue with Nod32 started three weeks ago.

    2. Uninstalled Nod32 using ESET uninstall thru elevated command prompt. There is an issue with Nod32?

    3. Installed Norton Security 2015 ran a number of up dates and ran a full system scan. Virus None.

    4. Waited three days continued to up date Norton booted the system on each up date. ran a full system scan. Virus found is a false positive? milviz-c310 Trojan.Gen detected by virus scanner. This is a add on pay ware for Flight Simulator X airplane Flight One down load. Trojan.Gen Quarantined. Nod32 disabled when down loading.

    5. Installed Malawarebytes-Anti Malware. Malware found None. Ran the utility several times over a three day period.

    6. Elevated command prompt/sfc/scannow. Issues none

    7. Control Panel/User Accounts/Create Account Guest/Switched users/Can open Notepad and Windows Photo Viewer with out issues. Can open .cfg with Notepad.

Did not make any system changes. Page files on a separate Platter drive (C: drive is a SSD). Temp folders moved to storage Platter drive. Manually delete/Start/Search/type in %TEMP%/open folder/delete all.

Cannot do a system restore since the system restore option is turned off. Any suggestion on how to repair this issue or steps may have forgotten would be greatly appreciated. At a point to reinstall the O.S. dread doing or running a windows repair from the cd. again prefer not doing.

    Thank You for the replies.

    1. Click Start
    2. In the search box, type cmd
    3. In the list that appears, right-click on cmd.exe and choose Run as administrator
    4. In the command window that opens, type sfc /scannow and hit enter.

Report the output from the command window once it finishes.

If it opens in the toolbar then perhaps the window is actually opening off the screen.

What do you see if you press Alt+Tab?

    Followed the steps

    1. sfc/scannow did not show any errors.
    2. Saved the sfcdetails.txt to desk top and reviewed the text file. No errors.

Try to open Notepad use Alt Tab see a message in a light blue box says untitled note pad? Shows open 2 notpads, Picture viewer and explorer. How can that be?

OK I really feel dumb have a second monitor connected to the second Evga GTX 780 S.C. GPU use from time to time to read PDF files, flight planning, weather program when using Flight Simulator X. Always keep the monitor turned off and covered up so do not see the monitor when not in use. The monitor was turned on and covered could not see what was opened on that monitor.

Did Alt Tab Pulled the cover off to check and see if Notpad or windows picture viewer was open. Notepad and windows photo viewer was open on the second monitor. Could read the files and view pictures. How dumb is that? Issue resolved thank you for the help.

Alt Tab is a short cut was not aware of to view the desk top.

You can have a good laugh at this one.
