Windows 7 keeps restarting after shutdown?

My build: Intel Core i5-4440, HIS Radeon R9 270, Corsair 200R - My 1st Build - budmonster's Saved Part List - PCPartPicker

Just built my first PC, installed Windows 7. Every time I click shutdown from the start menu it turns off then boots right back up. Any ideas on whats going on, is something wrong with the PC? It wasn't doing this a few days ago. It just recently started doing it. I first noticed that in the morning that my PC was on even thought the night before I turned it off. Then I tried shutting it down tonight and it just basically restarts instead.

Try booting in Safe Mode. If it shuts down OK from there it may be some hardware fault that triggers a reboot. By default Windows will reboot if it encounters a fatal error. Perhaps it is trying to power off some device and that fails. It's pretty much a process of elimination unless you see something in the logs.

I right clicked on My Computer and went into my Ethernet settings:


I unchecked all the "Wake on LAN" settings and it seems to work for. PC isn't turning back on after a shutdown. But that doesn't solve the real problem. However, something obviously is sending my PC a magic wake up packet, I just simply removed the ability to wake on LAN so my Ethernet is no longer responding to the "magic packet" or whatever that is. Any ideas on what I can do to role everything out?

I'm not a networking expert. There may be some keepalive setting or other setting that causes network traffic. I would check TCP/IP docs or forums. Also search the networking and sharing sub forum on this board.

Sometimes in Windows a work-around is all you can get since many modules go back years and the core code is not likely to be reimplemented. The File Explorer is a good example.
