Your problem has got to be a loose connection. Make sure your SATA cables are connected. Unhook your 24-pin cable and hook it back. Make sure you hear a CLICK when you connect it. You should be able to lightly pull on it without disconnecting it.

Usually there are many reasons for the shutdown problem. But the below solution works for me.

Scan your PC for the virus, malware, spyware etc. by using some good antivirus tool. Then try to shut down. If still the problem occurs, then use window updates to download the latest services offered by Microsoft and then try. Else there might me some software or services which is causing your PC not to shut down. So, in that case follow the below steps:

    1) First click on start button and then type misconfig in the start search column. Now as soon the option appears click on it and open System Configuration window. If user account control message pops up, then click on ok. Now remove the selection from load startup items and click on load system services.

    2) Next step is to click on services tab and choose hide Microsoft services. Then remove the selection from next items also as well. Now try to shut down your system.

    3) Now if still the window fails to shutdown, reopen misconfig and choose Normal start up from the General tab. If window shutdown at this point, then determine that which software is causing the problem. And repeatedly use misconfig to know the software or services that is causing problem.

    4) Now, after knowing the software, upgrade your BIOS settings.

And if your computer won’t boot, check the power supply, screen, hardware and try after removing any USB or memory card. Else go for Boot into Safe Mode by pressing F8.

    Hope this helps.
