You could set a basic script to run on startup loading your program and add any time delay you like
add the flag timeout /t XX where XX is the number of seconds you wish to delay by so for 5 minutes add /t 300

Using a batch script is one way to go, though, waiting 5-10 minutes for a black screen to start a single application is unsightly and superfluous for all it does. Any task that runs for more than a minute, batch is likely unfit for.

Andir, there are two problems with what you are asking for, both relating to time.

Firstly, "after Windows 7 is turned on" is very loosely defined. When is Windows 7 "turned on" exactly? I'll give a cookie to whoever is able to answer that question, but until then, I'm going to assume, Andir, you really meant to say "after login".

Secondly, how long is "5-10 minutes"? Did you want this program to start 5 minutes or 10 minutes after logon? Perhaps you want a random time between the two.

    Suggestion

Basically you can do it like this:

Create an elevated shortcut for Ccleaner

In task scheduler double click on the Ccleaner task that you just created modify the triggers.

Triggers> New> At Logon > Delay Task For

    then set the delay.

WinPatrol (free or paid) has an option to set delayed startup programs.
I just tested it with CCleaner and it worked for me.
It is a security program that "checks for system changes".
I may get popup alerts when installing, updating, uninstalling, etc.
I don't mind that, that's why i use the program.
Some people might not like these alerts, so they wouldn't like this program.
