laptop wont boot into windows, how to fix?

i have a toshiba laptop, and when i try to boot into windows it stalls on a black screen. so i tried to boot from a windows 7 disk. it goes as far as loading setup files and then again stalls on the black screen. ive tried everything i could think of. cant boot into safe mode either. i also reset the bios settings back to default and that didnt work either. i want to be able to do a clean install of windows, so how would i go about doing that? what can i do to get past the blank black screen so i can see the options to format the partitions?

thats the thing tho, ive tried to do safe mode, and it just stalls after it loads everything it needs, doesnt go any further than that. i cant get to the command prompt, bc after it load the files from the windows 7 disk, it hang on a black page with just the cursor showing. my hd is the first boot priority. i will try safe mode with networking to try to run those options, i will post back with more details

You should make your DVD drive your first boot with the HD the second. You are getting stuck in your HD before the Win 7 DVD can start. == Do you have Win 7 on your PC now or is this your first shot at installing it? If you can get the Win 7 DVD started, you can try a Repair Install.

If you can't get into Safe Mode then use the boot disk repairs from Troubleshooting Windows 7 Failure to Start. Boot the disk by tapping the key given for Boot Menu on first screen, choosing DVD or flash stick drive to boot. If disk or stick wont' boot then create another from Step 2.

If you prefer to reinstall, rescue any files using Win7 disk from Step 11 above, then Troubleshoot Windows 7 Installation Failures - Windows 7 Help Forums

Check the DVD condition to see if its smudged or scratched. Wash it using warm water, dry with soft cloth. If it still won't work try another provided in tutorial Step 2, then if DVD doesn't work try flash stick option.

so i removed the ram and hd for a day or so, then put those back in and made sure the dvd drive was first boot priority, and tried to get into setup again, it goes thru the loading of the files, then when that is done, it hangs on the black screen showing just the cursor like it has been. what to do now?

If you are able to boot from a DVD now that you changed the DVD to first boot, give Repair Install a try.
Repair Install If the Repair Install does not fix the problem try a Clean Install Clean Install Windows 7
