    Maybe.

If it's the PC-Doctor referenced in this link it was probably installed by your computer manufacturer to help diagnose computer issues. Your computer info indicates you're using a Dell Alienware which most likely has some high-end specs for gaming. If your machine started having problems it might be nice for Dell to have access to the logs that would probably be stored in the PCDr folder.

On the other hand, if you don't ever plan on contacting Dell for any problems that may arise in the future, or if you have other diagnostic tools installed that you trust more than PC-Doctor, it should be safe to remove the folder. Two things to consider, though. I'm taking a guess that your computer probably has at least a 500GB hard drive (maybe even a terabyte - 1,000 GB - drive.) So any logs that might be generated would take up minimal hard drive space. Secondly, you could create a restore point (at a minimum, preferably a full system image) and then remove the folder. If you experience problems, use the system restore point or system image to get the PCDr folder back.

If the program shows in Control Panel, Programs and Features it can usually be uninstalled rather than simply deleted. If a program is still installed there may be an error message if deleting its files without using the uninstall.
