    Are all other hard drives unplugged except the target hard drive? Is this hard drive known to be good? Test it if in doubt using maker's HD Diagnostic extended CD scan.

    Once you have a confirmed installer, work through steps to Troubleshoot Windows 7 Installation Failures - Windows 7 Help Forums reporting back results as you go.
