Send to Compressed Folder -> Access Denied

I've been chasing what appears to be a pretty commong problem: Getting access denied error when trying to send to zip folder; on Windows 7 64 bit.

I've been exploring 'solutions' from Google searches for a couple hours. First thing tried was checking permissions and making sure the env var was set up correct.

There's been several other things I've tried, including some settings in the registry, none of which helped.

Another bit of info: I recently installed an SSD drive, and restored everything to it. One thing I notice is that the volume name is different, which is now: SSD. I really don't think I had this problem before that, but not sure that it started immediately after moving to the drive.

I was going to try a system restore to an earlier restore point, but it turned out my system was not making restore points. Had a problem with that which I did fix. There was the original drive, cnot there) in the restore points listing, and I had to remove that in order to do restore points. But that didn't make any difference on this.

I did an SFC scannow, and it appears the only files with issues have something to do with Chinese. I uploaded the log for review.

I have not tried zipping in safe mode. I'll do that and post back the results.

If anyone has any ideas, it's appreciated.

It happens in every folder or directory I try. Just tried a few more to test, and happened every time.

Do you have 7-ZIP or WinZip installed? If not, try one of them and see if that works. I use 7-ZIP.

I have WinRAR installed. It works fine. I installed it mostly for when I run across rar files I need to extract.

I like the ease of selecting files and right clicking and using the Windows method. Might help if I knew for sure when it really stopped working.

What about uninstalling WinRAR and trying the built-in Send to compressed folder?

Or, have you tried using WinRAR off the context menu?
