    What other protection do you have listed in Control Panel>Programs and Features that may need uninstalling first? Look closely.

    Are there any listings pertaining to AV or Spyware protection in Action Center now to click on? Choose all.

    Have you done several reboots after running Norton Removal Tool? Try running it again and then reboot twice. See if Defender will turn on then.

    Try uninstalling Malwarebytes. Reboot to try turning on Defender again.

    This is the error I get while trying to start the Windows Defender Network Inspection Service.

    I suspect Norton uninstall damage. It is a big lumbering beast that can cause problems even if successfully uninstalled. It may require a Refresh but let's check thoroughly for infection first.

    If uninstalling Malwarebytes (which might possibly have Trial version installed, forcing Defender to stand down) does not help after reboots, then reinstall Malwarebytes and run a full scan.

    Run a full scan also with ESET Free Online Scanner, SUPERAntiSpyware, and TDSSKiller Anti-rootkit utility

    Be sure to Decline Trial Version for all of these or it may show up as having an installed AV to preclude Defender, and it will bug you later to buy it.
