Windows 7 I can't delete temp files in User directory

This "temp" folder has installed itself under "Users" in Windows 7:

Here are the contents of the temp folder. All the folders are empty:

My problem is that when I delete this temp folder, they automatically reinstall themselves on startup. I have disabled all programs on startup by using "msconfig.exe" and unchecking all programs under the start tab. I seemed to start having this problem after I downloaded the free program CCleaner. You think there is something in the registry causing this problem? Notice that the date on the temp folder is always very recent. I also downloaded a program called Sysinternals a few weeks ago, and it did not actually install on my computer, but rather the files for running it somehow wound up in my documents folder. Thanks.

    Hello Endzone,

You are logged in as the TEMP user, that is why you cannot delete it.
I would suggest if you have another admin account of your computer, you log-in to that then delete the TEMP user.
But sometimes, you only need to restart the computer then the TEMP will disappear.

Thanks for your response. I have checked all "User Accounts", and I seem to be the only one:

Try logging in to Safemode, check if you still logged in as TEMP. then run SFC /SCANNOW.
Please do that first if still have the temp. we will be dealing with the registry after.

    sfc.exe didn't show any problems.

Now notice the temp folder has an updated "date modified". This happened after I booted up the computer this morning. I wonder what has caused it to have a change of date?

Alright, I think I may have the problem solved now. Somehow these "temp" files got put in "libraries". Libraries is something I never use in windows 7, so I didn't pay attention to it. So far "temp" is not reinstalling under "Users". So, time will tell. Thanks for your assistance.

Well, I spoke too soon. "Temp" is back under "Users". Man this is weird. The files are still deleted in Libraries. I will next try doing a search on "temp", but I think I'm going to get a million answers.

What version of Ccleaner do you have? Free or pay-for? And, what extra settings did you give ccleaner?

Good afternoon. Let me check into that. I know that when I did a msconfig.exe and clicked on the startup tab, I unchecked Ccleaner to run at startup.

There is some kind of program running that is affecting this temp folder. I go to delete it and I get this pop up. But, there is no program running that I can see. I disabled all programs on startup and I'm not even using Internet Explorer on the web. But I guess some kind of program could be running. There is nothing showing on the Task Manager under Applications. It isn't until I restart the computer that I can delete this "temp" folder, but then a couple minutes later it reinstalls itself.

Here is the Cclenaer info. It is a free version, and it is 5.03.5128. Maybe I should try uninstalling it and see if it solves my problem.

Looks like you have an Nvidia GPU, you might try updating your driver.
