Windows 7 Errors: Defender, Update, Troubleshooter, and .NET Framework

Recently I have ran into some trouble with certain aspects of Windows 7. My problems can be best described by the 4 images attached.

    So, where should I begin?

With problems like this always assume a potential virus
If you can run a full anti virus scan
run a scan with malwarebytes and then run a scan with eset online.
If these are negative we are pretty sure it is not a virus, but not 100% certain.

See if you can go back a week before the problem with system restore.

Malwarebytes was clean. Eset Online was clean as well.

    In regards to System Restore:

Go to search, type turn windows features on and off. Make sure that all you need are turned on.

Running through the services list, Windows Update and its dependency (and its dependencies) were stated as started.
Windows Defender was marked as disabled. Tried to Start it and got this:

I think that if you have an install DVD, you might want to make a repair install.
You will not lose your stuff
    Repair Install
    First try an SFC
SFC /SCANNOW Command - System File Checker
