Strange programs apeared today on start up

Started my W7 P machine today and was presented with 2 programs that I have no knowledge of seeing before?
    1. A small window appeared in the middle of the screen wanting me to input writing and convert it???. It could not be stopped, deleted or removed from my desktop. The red "X" option just moved it to the side of the desktop. After a search, there were no processes, or applications that I could stop. Under services, I found "Tablet input service" which I set to disabled, which stopped it. My question is how did this start up, this is a desk top, no tablet type pens etc have ever been installed etc.

    2. While I am troubleshooting this Tabletinputservice, another window appeared and asked me if I wanted to "Back up your file encryption key" I have Win 7 pro, therefore no bit locker etc, don't have any encrypted files on my computer. Ran a command prompt with the cipher /u command, no files were found. My question is what made this start up, system has been installed and stable for many many years.??

I replaced my Quicken 2012 version yesterday with version 2015, don't know if this has any bearing on this or not.

    Any suggestions appreciated.

The tablet input service is used in windows computer to calibrate touch screen devices.
    its a Microsoft service.
If you are in windows 7 go to run>> MSconfig>>startup and uncheck all the non microsft services. and restart
In windows 8 open Task Manager>> Startup and disable all the services (dont care even if its from microsft). In windows 8 no restart requirred.

Please check for resently installed programms as well. You may have installed some PUPs by mistake.

Have you downloaded and installed anything ?

I think you answered your own question, you installed Quicken 2015.

What was wrong with the 2012 version ?

Does Quicken require some security and encryption interaction between enduser, files and its cloud?

Perhaps if you use the cloud. I do not, like to keep my "stuff" local.
