Yes Sharon there is a lot of consensus on this forum that AVG is a heap of crap and personally I gave it away years ago because it was useless then and nothing has changed my mind since.
I don't know how you got rid of it but even using the proper methods of getting rid of it I used to find there were still registry entries left over and I just deleted them to make absolutely sure.
Someone will probably pick me up on this but that is what I used to do.
Norton is bloatware that causes lots of problems we see here, as does AVG and now even Avast.
You can go over your install most thoroughly following the Troubleshooting Steps for Windows 7. I'd start with a Clean Boot, all infection scans prescribed, SFC, and then work through the other steps.
Compare the install you did to the perfect install compiled in Clean Reinstall Windows 7 which has been used by over 1.3 million consumers without a single complaint. Once the hardware checks out then we know for certain you'll have the best install possible if you do it over sticking only with those steps, tools and methods.
Yes Greg and if you remember thee was a fair bit of nonsense going on with Avira only just recently.
For those who use Kaspersky the 2015 version is also quite buggy.
I just don't see any reason to use a bloated AV (meaning, I suppose, a paid AV) since MSE works fine for those who don't get serially infected. On my installs that keep getting infected I always suggest adding Malwarebtyes paid version and not one ever got infected again. Simple. Free or cheap. Works best with Win7 assuring perfect performance.
I have the free Malware bytes. It wasn't a virus that was causing the trouble. I never found a virus in the system at all. MS has several pages devoted to the same problem that I had. It is a compatibility issue. When I would run disc checker I would find dozens of corrupted files by AVG & that was the paid version. I even bought the program 'Tuneup' from him to try to fix the startup error but of course it didn't work. Now when I run disc checker I don't get any corrupted files at all. Also good result with the file scan. I am keeping my fingers crossed that this is solved. Thx for all the help I received. :)
Well then there is your problem most likely. We see nothing but problems here with AVG which hasn't been used by anyone here since before Win7 was released when it bloated up and starting corrupting installs.
Whenever anyone mentions a Tune Up program, we also don't have to look much further since these are death to Win7.
If all you were checking for infecction with is AVG then you should always run Malwarebytes and SuperAntiSpyware to know for sure you're not infected. Those scanners are the most reliable, and if MSE proves not to be sufficient protection, you might consider the slightly more aggressive Panda Cloud free, or add Malwarebytes Real Time protection to MSE to assure you'll never be infected and maintain perfect performance.
In your case I would cut to the Clean Reinstall Windows 7 so you achieve and maintain a perfect install just like 1.3+ million others have without a single complaint - most of these were average consumers who have no problem understanding it since it is written simply. As long as you stick with the tools and methods there we know for sure you'll keep a perfect install. The old corruption will be gone. Be sure to delete all partitions during the booted install.

I did a clean install several times with the AVG. It would run fine for a couple of weeks then back to the start up error. I uninstalled the AVG & installed Norton, did a clean install & again, no improvement. I uninstalled the Norton & installed MSE & Malware bytes, ran all the scans & no virus. I ran them in safe mode with networking first. Then I did an anytime upgrade, downloaded all the updates & so far I haven't had any issues. I am not an expert working with the computers but I can follow instructions. I have bookmarked the page that you sent me & will run through it if I have any more problems. Also, have a set of instructions on "How to clean an infected computer" that has some of the same suggestions that you have. I ran through that after I installed the MSE & Malware bytes. How to easily clean an infected computer (Malware Removal Guide) I have run several file scans & check disc scans with good results. I really appreciated all the help from this forum. :)
When I had the 'Tune Up' it went through my computer & turned off a lot of services that I don't think came back into play when I deleted it. They may still be off & the computer is starting in 'selective startup'. I tried 'msconfig' & tried to turn them back on but to no avail. My computer seems to be working fine the way it is though, so I don't think it turned off any really important functions, other than the AREO themes that came back on when I did the anytime upgrade. The computer is actually running faster than it was when I first upgrade to 7 so I am wondering if there were some issues that were in the XP version that carried over into the Wind 7 when I upgraded. I had the AVG then but without any of the issues that I had after I installed the new AVG. It is nice to be able to sit down at my machine & have it do the things that I ask it too. LOL
If all the Tune Up program did is disable unneeded Startups in msconfig>Startup and >Services (after hiding all MS Services) then that is fine since you don't need any of them except AV, any sync, stickies or gadgets to start with Windows. Check now.
If however it turned off Services then you can compare the list you get when you type services.msc into Start Search box to the table of default settings for all services provided in Services - Restore Default Services in Windows 7 - Windows 7 Help Forums. If any are missing it shows how to restore them, or you can click on any one to reset it to defaults shown.
If you're not ready to invest in a perfect Clean Reinstall Windows 7 and there are still problems or irreparable System files found by running SFC /SCANNOW Command, you can also try a Repair Install which keeps your programs, settings and files but reinstalls the OS. However it does restore most settings so if there are corrupt ones they could be passed back through.
When I did the clean reinstalls I formatted the partitions so that should have helped. I backed up my data to an external hard drive(WD Passport Ultra)I restored from that so I might have been reinstalling the problem, but I did not restore the system image that was in the backup. I also ran a repair install several times but that didn't work either. I have been working on this for a couple of months & went to several different forums to get help so did a lot of different fixes that didn't work for me. I believe that uninstalling the AVG was the fix I needed.
A lot of the people that responded to my dilemma thought that the problem was a corrupted update from MS. That's what I thought too. Probably it was an update that was conflicting with the AVG & not the update itself. The one that seemed to set it off was a cumulative security update, but I don't remember which one it was. I had left the auto update on. After that I turned auto update off, started all over, & checked each one before downloading it & reinstalled them one at a time with restarting after every update so that's the one I think was conflicting with the AVG.
One person on this forum asked me if I made the wind 7 disc myself, which upset me because of course I didn't. Then he gave me several fixes that were, according to him, easy fixes & of course I had already tried them all & they didn't work for me. He insisted that the issue was a bad DVD installation disc even though I had pointed out that the disc worked perfectly for several years. The only reason that I haven't updated this machine to a newer version of windows is I have several programs on it that won't run on higher versions.
I am going to run another sfc scan because I did see a file that was unable to be repaired. I uploaded it to this site a couple of weeks ago but no one commented on it. I haven't run a scan since then so will do it again now.
The Tune-up did not seem to disable any of the files that you mentioned although an update did remove my weather gadget & a different update removed my clock gadget. I went to MS support they said that the gadgets are a security risk & that MS deleted them. I am going to start another scan & will get back to you with the results. Thx for taking time to help. :)
