Video and Webpage problems. Cold vs Warm boot.

I have posted this in another (video and sound section) but is not really appropriate. I'm not sure where this belongs.

Windows 7 Pro 64. After first boot web-videos are 'jerky' - play for a second or so, then pause and then play a bit more etc etc. 'Interactive' web pages require constant cursor movement to update. Without cursor movement the page does not update at all. This issue occurs in IE, Firefox and Vivaldi. I have not tried others.
After warm-reboot (no power off) all video and all web-pages work correctly. Why?
Boot logs are identical. I've been working on this issue for a few weeks now and am no wiser. Incredibly frustrating!
Even the slightest realistic pointer in the right direction would be very much appreciated.

Hi, so is you OC 100% stable - have you tried using standard settings for CPU/RAM to see if you still have this problem? Some OC's will not work on 1st boot but will be fine on the second boot - hence the question.

Hi mike, I disabled oc temporarily. Everything fine on cold boot without overclocking. That must be the issue. I must admit to not having heard of that before, but it does in some ways kinda make some sense. I'll experiment with the oc. Then next 'level' of OC down didn't cause any problems. I'm presently running 3.6Ghz FX8100 at 4.133Ghz, which is just fine after second boot.

You welcome Dave, thanks for completing "my system specs" :) I had similar problem and have gone back to stock speed with my CPU, might try again after getting some new RAM.

Perhaps moderator might like to make this a sticky. I'm sure this is not an isolated thing, and is really very easy to fix. Lower the OC set in windows or boot/reboot to get correct settings read/applied by windows. I have not looked to see if there is an 'overclocking' forum but this should be in there if there is.
My OverClocking is done by AMD overdrive - which is available and usable on just about every AMD processor system worldwide. It modifies CPU and most bus (including memory) clock settings after windows boot, but windows doesn't seem to recognise the changes when running. Rebooting (warm) enables recognition of changes (as they are not reset) so the system runs as it should. I would guess that the relevant parameters are read during boot and that changes made after boot are not seen by the OS, which is entirely reasonable. I think this is important to know, but totally irrelevant to most people.
Thats a shame I think. If I had more space in my case I'd be running bigger radiators and run a lot faster! Easy stuff (and cheap too) if u really look into it.
