    Hi,
    Gimp ?
    I use it for creating gif's it's pretty good,
    Chasy's draw also free is also good for fine tuning and cropping entire files or resizing entire files and saving in different quality levels
    If you want to create vectors you can use free Inkscape

    Yes I suppose so either chasy's draw or gimp will open a gif animation.
    But it does depend on what your referring to as an animation too
    My translation is .gif


    But I've never tried video files like .wmv....

    I have but I used Windows Movie Maker instead
