    Do not power off OS

Windows will not Shutdown , Restart or log off.For example, when I click the shutdown option Programs will be closed but the screen stays off And maybe an hour in this state.
    What is the reason?

Don't quite understand what you mean sOO - do you mean the screen goes off but the machine is still running??
I would start with these in safe mode

https://www.sevenforums.com/tutorials/433-disk-check.html < if necessary include the /f and /r in the command line as per Option2

Shut down the machine manually then perform a Clean Startup Troubleshoot Application Conflicts by Performing a Clean Startup

Try shutting down following the Clean Startup, if it works then one of your programs is hanging at shutdown. Windows doesn't need all of these programs at Startup anyway so just run them on demand after Windows has booted.

Did you perform a hard shutdown after applying those settings? Does Dell Dock need to start up with Windows?

So Dell dock is a separate device to the machine - if so I am wondering what you use it for. Because as I think Boozad is saying it isn't really needed until the OS gets fired up - in other words it does not play any part in booting the machine unless I am terribly wrong.

You can always untick it and try if things are not right just go back and tick it in again.
