What happens if the only things powered up are: computer, monitor, keyboard, mouse, no other external devices?

Was your install disc purchased from a retail store? Ebay? A burn from an ISO? A borrowed DVD?

Were you able to successfully activate Windows on this new install?

I'd confirm there are no hard disk issues by running the drive manufacturer's disk tool

Best buy I think, yes I was able to activate the installation. What would the drive manufacturer disk tool be?

Depends on who made the drive. Each manufacturer has its own tool downloadable from their web site.

    Seagate tool is called Seatools.

Western Digital tool is called Data Lifeguard.
