New Account does not create the permanent user profile files

Hi All this is my first post here...

So of course I am desperate and g00gle has not been my freind.

Rather than repost it all here, I'll link to original post (If that is not against the rules?)

operating systems - Windows 7 won't create Administrator account - Super User

So far the PPL at "superuser" havent come up with anything that isn't obvious.
I bet y'all can do better

    THANK YOU

I would do a backup of all data to an external drive.
use GSmartControl to ascertain SMART status of drive and to execute Long test.
    Do a SFC /scannow
run "tweaking.com" to restore registry, services and filesystem permissions to default.

I see you are using Windows 7 Enterprise.

Is this a business computer or your personal computer?
Is this computer hooked to a domain or network?

If this computer belongs to a business or school ect. do they have a I.T. department?

    It belongs to me.

I am the IT department been building computers since like 1990... I've installed windows 7 enterprise on this b0x about 4 times now (when it gets messy I just redo it, but gawd what a PAIN) even figgered how to recover the MBR so that grub can still find Linux

but this is the first time I've EVER seen anything like this. Am seriously considering building me a fancy custom re-install disk so I don't have to go reloading everything I use to make it "act right"

    Thanks...
