Sorry if I missed it but can you post the updates list failing to install or that are repeating,
There have been at least 4-5 for windows 10 preparation which win-7 starter is excluded from being qualified to upgrade to win-10 when it's released.

That diagnostic tracking update is a pain in the ass. It eventually goes away after some fails.
On another note. If you try to run 10 on a netbook with starter to begin with your stupid. It will run horrible.
Yep those are the 5 updates so far for win-7
All are hidden on my machines I was just seeing if they were the ones failing for you ?
As you can see only 1 is actually Important and well it's not Important to me
