Horizontal line of pixels keep flashing on screen.

So I turned on my laptop which was supposedly in sleep mode, but I felt tired so I went to sleep with my laptop on. After I woke up it became like that.

The line appears even when I just boot up my laptop.
Is this a problem with the graphic card or the monitor itself?
Any chances of me fixing it without sending for repairs ;x

Since I didnt have an external monitor, I took a different apporach.
I streamed my screen to my phone, it looks perfectly fine on my phone.
I am suspecting it is got to be loose wire/spoilt monitor.

(It actually gotten worse than just having a line, every 10 seconds or so the screen below the line will "jump")
