LIP installation problems | Extremely annoying

Hi there, I just registered back a few minutes ago. (My English is pretty bad, I know)

I am encountering such an extremely annoying problem.
Let me tell you first what's going on.

    The story:
About a week ago I had this Windows 7, 64 bit pc from a good friend of mine. He said he doesn't need this OS anymore, because he decided to use a Mac. This 'compact' machine is more likely considered as an office pc :P .
But due the fact that this machine its language is set to German which I totally can't read and understand its the first problem. Now the second thing; I am able to install any so called "LIP"s (Language Interface Packages), but there's something pity about that.
There's no English language that can be downloaded from here:
    Language packs - Microsoft Windows

Further more I am able to install any languages manually via the Control panel at the "(Un)Install display-languages" button. From there on I could import any .mlc files to install the chosen language.
I did a quick test and saw that the Indonesian lang. works fine.

So finally, in a short sentence the problem is:
I am not able to find any .mlc 64-bit files to install my prefered language manually. So could anybody please provide a file like this: LIP_English-ID-64bit.mlc ?

I get starting to feel desperate.

I believe Ultimate is the only version with a MUI (Multilingual User Interface).

Now, there is a way to do it, but it is against forum rules to discuss that as far as I know. And I won't risk myself getting banned for such a matter :) - I will edit and delete this section too if even this is too much. Google is your friend!

Yes, but I am never going to touch that Vistalisator thing.

Oh, and the third thing: I've been spending more than 3 hours searching on Google already.
..And right now I am really starting to feel sad, because why is this so difficult for just only a language?! (

It is because some language versions are cheaper than English versions, and they don't want you to buy from, say, Russia and use in the US. That's why there are geographical activation restrictions on certain Product Keys too.
