No Icons on Desktop upon start up, Can't access task manager.

Hello guys, I need help on my problem.

Problem: When I start up my PC, there are no icons after start-up just my mouse and my desktop background, when I try ctrl+alt+delete all I can is a black screen, from there on I just turn off my computer via the power button. I can run safe mode and everything seems to be fine.

    Solutions I've tried:
    1. Restoring my pc to a previous point when it was still working.
    2. SFC/scannow, didn't detect anything.

    PC specs:
    Windows 7 Home Basic 32-bit
    Intel Core i3-540
    2 GB RAM
    ATI Radeon HD 4350

To be honest I have no idea why this is happening. You can search for "black screen for death" in forums, there are countless threads about the subject.
    Some solutions:
    - Boot with Last Known Good Configuration (F8 menu)
    - Restore to a prior date (System Restore)
    - Scan for malware (Malwarebytes Anti-Malware free)
    - Try a clean startup Troubleshoot Application Conflicts by Performing a Clean Startup
    - Check if explorer.exe is running and start from CTRL+ALT+DEL (task manager - new task)
    - Verify in registry: HKEY_Local_Machine\Software\Microsot\Windows NT\Current Version\Winlogon to make sure 'shell = explorer.exe'

    You can also try:
Graphic Card Driver Clean Installation (Taken from MistUnleashed):
1.Run the Guru3D Display Driver Removal Tool: Display Driver Uninstaller Download version 15.3.0.0 Display Driver Uninstaller Download version 15.3.0.2
2.Download CCleaner here (CCleaner - Download) and run both the Cleaner and the Registry Cleaner to remove left-over keys.
    3.Go into C:\Program Files & C:\Program Files (x86) & C:\ProgramData and delete any leftover Nvidia files.
    4.Disable automatic driver installation: https://support.microsoft.com/en-us/kb/2500967
    5.Restart Computer.
6.After restart go to: Drivers - Download NVIDIA Drivers and install the latest Nvidia Package (Including the 3D Vision Drivers - Install it all).
    Drivers - Download NVIDIA Drivers
7.Re-enable the automatic driver installation: https://support.microsoft.com/en-us/kb/2500967
8.Run CCleaner again (as instructed in Step 2).
    9.Restart Computer.

I've tried all of those but it still yields the same thing, a blank desktop with only my wallpaper and a cursor. And when I try CTRL+ALT+DELETE all I get is a black screen.

Oh and all I can do on the desktop with my cursor is make a new folder and explore other folders via that folder I created, but when I try to open an application since I can view what's on my desktop via the folder I created nothing happens.

    Durzo,

I don't have a clue about the problem... but having said that, the behavior of your monitor is EXACTLY what would happen if you had your display set to Multiple Displays with the primary display set on monitor 2 instead of monitor 1. In my setup with multiple displays, the 2nd monitor shows only my wallpaper and mouse cursor. It is my monitor 1 that shows my icons, folders, etc.

I recreated your problem by shutting off the power to my monitor 1 (primary), so only my monitor 2 is powered up. Like your problem, the monitor only shows my wallpaper and mouse cursor. Like you, I could create a New Folder, and use it to navigate to a program executable. Double clicking on the program exe did not appear to run the program. But it did actually run the program -- it was running on the turned off primary monitor 1, where I could not see it.

Since your problem acts like a multiple display issue, if your graphics card has multiple video outs, have you tried switching your monitor cable to the other "out" to see if your display now works?

To my uniformed mind, your problem sounds much more like a display problem than a windows problem..

Akjudge, what you say may be true and I should have spotted it. OP say he has the desktop background, I have been thinking the black screen of death. I did see this mentioned once before. I am not sure if these are the same as OP experience a black screen when CTRL+ALT+DEL.

Do you have a TV attached to an HDMI port?

If you can right click on desktop and see menu come up, select screen resolution. It will probably open in the phantom display (if it does). Don't click on desktop but WIN+left arrow (press a couple of times), or else try WIN+right arrow (couple of times) and see if you can see the window.

    Some links:
It detects a nonexistent second monitor - the cursor goes out of view
Task bar, desktop icons, everything dissapears but the background wallpaper, help - Wallpaper - Windows 7

Sorry for the very late reply, I only got the pc working right right now, yes I have a TV connected to an HDMI port.

Now on occassion when I try to open the pc, it shows my desktop and a couple of folders but not everything and I still get a black screen when I try ctrl+alt+delete
