Windows 7: Screen saver not working

I am at a loss for what is happening here.

This issue just appeared out of nowhere a few days ago. Did the basic troubleshooting of checking settings, unplugging and reinserting my USB devices, updating drivers and running Windows Update to no avail. Even verified screensaver was not disabled in registry. I have now found that the screensaver will work after a reboot but once I play a game or other fullscreen 3D application the screensaver no longer works.

I figured there was a process or something in the background breaking system idle timer so I downloaded Turn of Monitor and Process Monitor to see what was going on. It got late so I left the timer running in Turn of Monitor and decided to work on it the next day. I was shocked to come back to my PC and find that Turn of Monitor showing that my system had no user input for 38,947 seconds (That's 10 hours 48 Minutes) yet my screensaver set to turn on after 15 minutes was still nowhere to be seen. WTF!!

Only change that has happened in the past week or so besides automatic Windows updates is that I installed GTA V through steam.

Any advice out there besides "just wait for windows 10 to come out"

TL:DR Confirmed nothing interfering with my system being idle yet screensaver does not work after using 3D apps

Did you try a clean startup? Troubleshoot Application Conflicts by Performing a Clean Startup
    Scan with Malwarebytes Anti-Malware free.
Scan with CCleaner both programs and registry.

Well after saying in my own post the only change i have made was installing GTA V I decided to give google one more try seeing if that was the culprit. Turns out it is

I never expected a game to be the culprit considering when you exit the game it closes its process. Oh well.
