I am looking for a software that will send a txt message or call me on my phone if my computer crash.

For a PC to call a phone you would need a modem and a telephone line.
If you are connected to Internet, maybe you can send an e-mail instead.

But I am not sure if this would work as the Kernel Power event may be logged before starting any network services.
So I guess you would need some app that would, say, start 5-10 minutes after PC starts and search the event log for last 1 hour and e-mail in case of certain events that you specify.
Or perhaps the easiest would be to send email every time after a restart if you don't mind usual restarts being sent.

The software I am after, will constantly monitor if windows is running via internet similar to the software that monitor a server activity remotely, when the computer crashes internet connection ceases, so the software can monitor that part and when it stop receiving connection signals from the computer the software send a sms or call the users.
I need some help understand this.
How can a computer that shuts down send a message that it is shut down.
The software that sends the SMS runs on a server on the Internet. It is just one computer constantly "pinging" the computer to be monitored. You will be notified if the computer being monitored becomes unreachable.
Pingdom does this for web servers.
There might be tools that will monitor non web servers.
