Is there a way to have windows open sam size as when closed?
Is there a way to have all open windows open on reboot (or close, the re-open) the same size and position as they were before reboot (or close)?

You can check out Windows Sizer (Sizer Software by Brian Apps - freeware) and WindowManager (DeskSoft - WindowManager - Window position and size manager - paid). Though I am not sure if they can re-open windows after a restart.
No need to try those. I finally figured this out after years of using AutoSizer so have been able to leave it behind.
Click on the middle Maximize button at top right of Window until it will allow you to drag the window borders to the exact size you want without touching any side of the screen which triggers AeroSnap and will foil it. If that happens start over.
Once you position the window the size and where you want it, click the middle Maximize button at top right of Window several times to lock it in. If it returns to correct size then it should stay there until you change it again.
I've got an inquiry into Desktop about Window Manager to see if it will work with multiple monitors. If so, it may be the answer to my windows moving from monitor to monitor when I turn monitors on and off.
The only way I was able to get my windows to consistently restore their size and position - whether open or closed on reboot - was to install Shell Folder Fix.

A way to avoid the problem of AeroSnap resizing windows when positioning them is to use a program called Divvy. When called on, Divvy puts grid on each monitor; you can predetermine the number of rows and columns on the grid. You then drag an outline on the grid and, when you release the mouse button, the active window will automatically move and resize the window to the position and size indicated by the grid. I mostly use keyboard commands for AeroSnap when full or half screen is good enough for me and Divvy when I need finer tuning of window size and position. Divvy has a free trial version that is full featured but can be used for free indefinitely.

When I read your topic title, I thought that you were only asking how to get windows to open to the same size/position that they were when the window was closed. Once I read the body of your post, I wondered if you were asking for Windows to (automatically?) "have all open windows open on reboot...". (Think of it like having a reboot act like sort of like a sleep/awake.)
So... which is it that you are seeking?
