Make sure to switch power mode until you have set the options for all available modes.

Try changing power modes and set it in a different power mode, then switch back.

Are you running as an admin? Maybe a program interfering? Try a clean startup - Troubleshoot Application Conflicts by Performing a Clean Startup

A while back I remember someone mentioning motherboard manufacturer's software causing sleep. If your non-Microsoft services are disabled too, I guess it is not the issue.

I would try changing to another power plan first and disabling display sleep. Or make a custom power plan with it disabled.

I am not sure if power settings work in Safe Mode but you could try there too.

Yes, disable all non-MS services, this is for troubleshooting. You can enable as easily.
