Give Windows 7 (NEW) Users rights to access in program's and not.


I have a small business where I have 10 people work.
I'm now making a new Windows 7 image, but now I would like to give user 1, normal access to programms.
And user 2 only access to Chrome, Firefox etc.

Is there a simple tool where I can chose User 1, can get come here and here?

Windows 7 x64.
