Windows 7: how to delete a recover partition

yes i have the recovery cds but have no original data or acer programs on my laptop now and it runs fine.

so if i delete the 11gb partition it will boot good?

also how many times can you re-install windows 7 on the same pc?

i heard only 3 times and i have already done it twice?
