Computer restarts when I click shutdown and won't sleep.

Fairly recent build, been on the EVGA forums, MB has the latest BIOS (previous versions do the same thing).

Is there a way to find out what on my network keeps my computer from staying shut off? Is there a setting I need to change some where? I have everything set to default presently so I can start from square one in diagnosing this problem.

I did disable WOL for my i217 port from within the BIOS, but I'd still like to know what the issue is.
