Empty Recycle Bin don't delete all

I was going to backup by drive when I saw that I have files in the recycle bin(I usually use shift+delete when I want to delete something and I use the recycle bin as a temporary folder from which I'll restore the files later).
So I check the files and I saw that I don't need any of then I used the "Empty Recycle Bin" function.
It delete everything from the folder or that's what I though....when I scan which files will be copied to the external drive,I saw that I still have files in the recycle bin.

I then enable the hidden and system hidden files and browse to the directory
    D:\$RECYCLE.BIN\S-1-5-21-2080635452-1133307188-4249821118-1000
    but there was nothing inside.

When I open the same location with 7zip,I saw the files inside.
I can delete them from 7zip but why windows don't show them nor "Empty Recycle Bin" delete them?

    Hello vsub,

It may be a corrupted Recycle Bin. You might see if doing the tutorial below for each drive that has a $RECYCLE.BIN may help. :)

I already deleted the files from the 7zip explorer without any problems but if that happens again,I'll try the tutorial
