    Re-install MS Visual C++ 2008 (x86 ıf 32bit Windows - both x86 and x64 if 64bit Windows).
Also run SFC /SCANNOW Command - System File Checker
Try a clean startup if the above doesn't help - Troubleshoot Application Conflicts by Performing a Clean Startup

re-downloading MS visual C++ did not fix the issue, running a SFC scan now.. i'll disable startup programs next.

Thanks again for the reply :)

Try another admin user account - User Account - Create

Is your PC up-to-date with Windows Updates? Service Pack 1 installed?

Now I've ran into a huge issue, upon trying fix it I installed a program that obtained a trojan... and it has done some bad to my system.. I'v tried the easy repair.. another SFC/ Scannow system restore and a chkdsk also I tried to make a repair disk on my laptop but it pops up an error when trying to read the CD. *I'v ran all this in safemode and or on the other default admin account.

    * windows cannot startup (I'v ran startup repair 3 times no fix) If I click "start windows normally" it starts up fine except it seems very sluggish on the black screen with windows logo use to not stall there
I don't know where to find the startup logs.?
I'v tried the bootrec.exe /FixMbr Bootrec.exe /fixboot both did not work even though were successful.

*My system can't use windows update now
    code: C0000022

*My system can't system restore due to it saying it can't extract a certain program .dll file from "(C:/Programs) I've tried all my restores.

(I sorta downed my reply due to a damn restart made me have type all this crud again please if you need logs let me know how I can provide them to further help or solve these issues)

I'v spent about 3 days running every damn reset on the system I could I'm about to point of having to lose all my files in order to re-format which like most people now that's a damn big pain in the arse.
Haha been 8 years since I had a Trojan, apparently the website I downloaded from was hijacked it was a nasty ****er which I ran malwarebytes and superantivirus, and personally went through all startup files and task scheduler and services deleting the stuff they didn't remove.

Are you absolutely sure you have a Trojan?
    - Before scanning with MBAM set it to scan for rootkits as well (Settings - Detection)
    - Also scan with Windows Defender Offline

If it comes to that consider:
    - Backup user data
--- Emergency Kit - save your files from a dead OS
--- Copy & Paste - in Windows Recovery Console
    - and then Clean Install
    --- Clean Install Windows 7

Yeah it had placed 1300 infected objects on my PC your typical .. install 8 random programs with pop ups you can't remove.

What would I need to copy and paste exactly to get windows back up and running?

Copy paste is to backup your data so you can clean install Windows 7. If it is deeply infected maybe it is best to start fresh.

In any case, you can ask for help in the Security section of the forums. They will give you better advice and the tools to clean the system. Until then:
    - Before scanning with MBAM set it to scan for rootkits as well (Settings - Detection)
    - Also scan with Windows Defender Offline

oh no bro I've removed most of the infection, it's just I'm unsure what .dll's were corrupted during process. I'm just trying get it up to par, if I make a system restore right now it works, just previous ones don't due to not being able restore a previous file.

At the momment when i restart it says windows can't start but if I click start windows normally it works for me

is the file extractor that is used on USB, will I need to reformat a USB?

Ah security section are you able to move topics ?
