Dialog boxes not opening in certain applications

I'm having trouble with certain apps not opening dialog boxes. The two places I've noticed this so far are:

Adobe Photoshop CC - Clicking Save As - nothing happens when clicked. In this case, I can force it to close, reopen and it will then work. Luckily it auto-recovers projects that were open.

Chrome browser - clicking an Upload button on a website application to upload an image. Normally it would open a windows browser dialog but there's a quick blink and nothing happens. Closing and reopening Chrome doesn't fix it, but restarting the computer does.

I think it's a Windows issue and not an issue with Chrome and Photoshop since both started acting up around the same time. It doesn't happen right away. It will work for a while. If I restart my computer, it will work normally for a day or so and then the error will start in one program. It's happening in Chrome for me right now, but if I switch over to Firefox, it works fine for me. So maybe it is a windows issue but an interaction with certain programs.

    Any ideas?

    I'm running Windows 7 Pro 64bit

Try a clean startup - Troubleshoot Application Conflicts by Performing a Clean Startup

Then if it doesn't help, try disabling Explorer hooks. Download and run CCleaner - Tools - Startup - Context Menu: Save to text file or take a screenshot to know later which ones are enabled or disabled. Then disable them. See if this corrects the issue.

Either after clean startup or disabling hooks it is alright, then enable a few at a time to find the culprit.
