Remove everyone from Shutdown right in Group Policy https://technet.microsoft.com/en-us/.../dn221966.aspx
    - Run: gpedit.msc (only on Pro - Ultimate - Enterprise)
    - Computer Configuration\Windows Settings\Security Settings\Local Policies\User Rights Assignment
    - Shutdown the system
    - Remove all accounts
    - Run: gpupdate /force

Can you check this again? Make sure:
The Hibernate option will not be available in the Start Menu Power Button unless you have hibernate enabled and have hybrid sleep turned off in your Power Plan Options.
I don't know about Classic Shell.
