Microsoft is awlays trying to sneak in a duplicate windows 10 update, today when I checked for updates, 5583 was there again

Yes Microsoft tried to sneak in KB3035583 today and I'm not even from New Jersey.

Is there a service of some kind in Windows 7 that automatically goes out and checks to see if there is a newer version of a program being launched? If so, I find it annoying and would like to turn it off. If such a service exists, how would I turn it off? Thanks in advance for your answers.
