Download the Library-MS file from here, run it and see if that fixes your problem. You may need to do the other ones mentioned as your folder icon is a blank icon.

This article has a registry fix you could try:
Fix Explorer.exe Error "This file does not have a program associated with it" in Windows 7 - The Winhelponline Blog

I would back up the Registry before applying the Registry Fix, and i would make a System Backup Image, just in case.

The link to your Downloads folder is simply that, a link. In your case, it appears that link managed to change it's configuration to be an actual file as opposed to a redirection for Explorer.exe. Why not delete that link, navigate to the Users folder (typically C:\Users\[InsertUserName\) and then click-and-hold and drag the Downloads folder beneath the Favorites section, to which it should re-link your Downloads folder.

s00, please post a screenshot of the file properties window. File properties general tab and details tab, please. This problem seems awfully similar to one I dealt with a few days ago except it was the desktop folder which was exhibiting similar characteristics.

The shortcut and file should be pointing to a folder destination and what you have appears to be a file.

Anyone else working this, here is a link to the thread to which I am making reference, Send To Context Menu - Remove or Restore Default Items

The last few pages of the thread is where I was involved and working w/ the OP we found a solution.
