I know you are pretty good at watching for stuff and mean no offense to you, just trying to help. Have you checked and made sure you didn't install one of those other windows 10 related updates? There is a whole list that keeps getting larger and larger?
I haven't experienced where KB3083710 will automatically install yet. (Oops I already have it installed). I don't think KB3083710 is related to windows 10 updates. So

Two of the W7 computers that I support only recently (11 Oct) had those registry settings added.

...had the GWX offer in the notification area
...had the "give me recommended updates..." checked
...had (and still have) auto-install updates selected
...did not automatically install W10.

Please remind me; when did this forced change to W10 happen for you?
I've had WU set to "check for updates but never download" ever since XP. Mainly because I've always wanted to know what's about to be installed on my PC.
I've also got the Group Policy set to not offer me the 10 upgrade.
I haven't had anything relating to 10 upgrade downloaded on any of my systems. If that does ever happen despite everything I've tried then WU will be switched off and I'll download the security updates manually.
Here is what I don't have installed on my system. I don't have 971033 installed because one of the other earlier windows updates files actually blocks it. I just haven't got around to fixing it. I do actually have windows 7 service pack 1 installed. I never did Windows 7 service pack 1 update either. Yes my system is legit.

That SP1 in your list is just an updated wrapper, you can tell by the size of it.
