IPBusEnum (Can't change perms)

I was getting a DCOM error, so I went to regedit to change perms for the key so that I can change it in the config. Well, I gave full permissions to Administrators group and myself and changed the owner to administrators. No luck. Rebooted, I can't change launch permissions. Still greyed out.

Any idea on how I can change these permissions?

Perhaps this is an issue with having Windows Home? Or perhaps this can only be done on the actual administrators account? I notice if you look at the options on My Computer in the dcomcnfg application it allows Administrator full access to change all launch permissions.
