Maybe they said so, but in practice there is no way to ensure that every imaginable software runs in a newer OS. I know Windows 10 is just a tiny update over Windows 8 and that is in turn just a minor update over Windows 7, so most software is expected to run flawlessly, but others might fail.
Consider how many programs are poorly developed, relyng on OS bugs that, being fixed, break them. Or just software that doesn't conforms to the specification MS publishes. Or expects one specific OS version and fails to adapt to any other one. Or MS errors and regression bugs in Windows itself.
Microsoft has been always careful with backwards compatibility, to the point that Windows keeps the very same API intact since Windows 1 up to Windows 10. But from time to time breaking changes can and do ocurr, plus bad development practices on third party software plus expectable bugs here and there make that impossible to assure.
It makes an excellent marketing line to say so (nobody would put in an advertisement that "an upgrade might break some of your software"), but it's not true in practice. We must still test all current software to ensure it works as intended, or be ready to update or replace the few that do not.
I am not talking about what Microsoft provides. I am talking what a 3rd party provides. I am using 17.0 gadget by Helmut Buhler. I found some neat tools after updating. I think I will install this on windows 7 as well. I use that more because I am still leery of using windows 10. Some of those gadgets he provides may not work. I couldn't figure out how to get the youtube gadget to work on windows 10. I will try it on windows 7 and see if I have the same problem. You will notice the arrow, When I hit print screen the network came alive. I even use the maximum privacy tweaks for windows 10 even the one that unofficially turns off telemetry. I will compare that with windows 7. I do have location partially turned on for a couple of apps. The most used is inaccurate.
So M$ writes a new OS with this and that missing i.e. win 8 no start menu etc.
Win 10 old stuff gone not wanted stuff added, and 3rd party gurus refine what they can't or won't do for the public they try to sell (force) to.
No wonder they have to give it away.
Who can I think of that was the CEO of a company that was sacked for very little reason?

If you go on the Windows 10 forum there are people there that think Windows 10 is the greatest thing
since sliced bread and they claim they are experienced.
It's like in politics, most people either don't care to do any investigation or accept the propaganda
in the press.
I would guess the new guy in Microsoft is no better than the last one.
Microsoft needs some SERIOUS competition. Not Linux with (what's your distro today crap).
Seems like a good job for someone like Google.
They'll have to sabotage Windows 7 and I wouldn't put it past them, to get me to change.
