Disable mouseover pop-up messages in windows

Whenever I point my mouse on pretty much anything in windows, a pop-up message appears. Sometimes the pop-up message blocks important information or icons that I need to click on and its getting annyoing. Any way to disable this?

That seems to solve some of it, however the pop-up messages still appears in various other places, such as the start menu as well as the notification area.

They're called tool-tips and you cannot disable them completely. There are many threads of frustration regarding this, just search for "Windows 7 disable tooltips".

Such detail the tutorial makes very clear of:

       Note
This does not affect pop-up descriptions for items on the taskbar like the Start Menu button and notification area icons, or the pop up when you are scrolling using the vertical scroll bar in Windows Explorer.

So all there is to do at this point is to wait for microsoft to fix this problem, there is absolutely nothing that can be done about it?
