Can't enable services - Not Responding

Hey again, it's me, one who probably has more problems than anyone else.

Well, anyway, I'll get straight to the point.

When I try to enable, start, stop, or do anything to a service from services.msc, all I get is the window with the service name saying "Not Responding", and hanging there for years if it was possible. It doesn't show any sign of trying to enable the service or do anything to it. This is getting me frustrated. Has anyone else ever had a problem like this?

That method exactly. I don't know of any other methods.

Well that is the only way I know how to do it also.

Make sure you are running it from a admin account.
