Limited access to my computer upon startup

Alright, so right now I am operating in Safe Mode with Networking, despite my computer working perfectly fine a few hours ago. The first problem I noticed when I started up was my network was saying that it wasn't connected(this was in the toolbar), although for some reason I could open Chrome and Firefox. So of course I tried to right click on the icon to open Network and Sharing, but no pop-up came up. So next I tried going through Start>Control Panel when I found out that Control Panel wouldn't open. So I restarted my computer to see if something didn't load correctly, etc.. Same problems occurred so I did some research for solutions to similar problems and some of the options I found were to go to Start and search for "Services." This was when I found out that I couldn't type in the Start menu search bar. I tried another option through Run(I had to use Win + R) and then typing "sfc /scannow" and then pressing enter. A console popped up just long enough for me to realize that it actually ran my command before it disappeared and did nothing else. By this time I could right click on the network connection icon in the toolbar, and I tried to run troubleshooter by it gave me an error with something to the extent of "could not open remotely" or something like that. I restarted my computer again, this time in Safe Mode, but the same problems with not being connected to a network, and not being able to run hardly any programs or applications occurred again. I restarted another time in Safe Mode with Networking and here I am. The connection problems are gone and I can run applications again, but if I am not in this specific Safe Mode the problems still occur. So all I know right now is the problem is not within the default programs. I'm impressed if you've made it to the end of this and I thank you in advance for any help you can give! I need all I can get :)

Hello and welcome Cherry first up if it were me I would run this to check out if you have nothing nasty hiding away there Kaspersky Rescue Disk 10

You will need to make a bootable disk or USB stick to run the software - I prefer a disk but the choice is yours and you will need to set the machine's BIOS to boot from the optical drive or USB source.

Now this runs without involving Windows and scans for any malware which I think it might be. It may take a while to run though.
