Explorer Crashing while using any airplay type programs.

So two days ago there was a pretty big storm that knocked power out 6 times in a row. I have surge protectors and usually power outages don't hurt too much but this time the only program I had running "AirVideoHD" which now freezes explorer for about 15 minutes then doesn't work in the end. Its a program to stream movies from my computer to iphone.
I've also tried vlc, plex, and airplayit which I've never used before and all these programs don't work in a strange way. When I start server I notice my internet on Desktop goes out and right clicking cause infinite circle loading. The internet everywhere else stays the same. I checked CPU during airvideo video freezing explorer and it doesn't appear to be memory leak. Before I move all my data to a external hard drive and completely reinstall windows I was hoping I could get some help for another method seeing as everything works fine except when I open AirvideoHD which is major reason for me having computer.

So weird things that happen only when I open AirvideoHD summary- Explorer Freezes, Right Clicking causes infinite loading circle, Internet does out on google chrome but chat rooms still work, Freezes happen for about 15 minutes then I can click "Start Server" Which freezes explorer again. Other streaming to Iphone Programs do the same when Starting server.

List of associated programs for a file type
On XP there is a facility to add programs to a file type - you can add more than one program, and each one has a name (which appears in the pulldown list), and a program location, which can have options added to it, e.g. an html file could have a browse function, and an edit function (I want to use...
