window failed to connect to a windows service

I'm completely locked out of my computer, windows boots up but it fails to connect to a windows service. It doesn't matter what I do I cannot get any internet service cause it doesn't even see the router as well it seems this error completely locks you out. I'm not able to use explorer or any other significant services ie logs or events, and these services and windows explorer neither work in normal mode or safe mode. When the computer boots to the desktop a yellow pop-up appears in the notification area and also shows a yellow lock on the taskbar. I've ran system file checker and everything checks out. No corrupt files. I've used command prompt and reset netsh winsock but to no avail. I am using windows 7 home premium 2GB RAM 500GB HD. Is there anyone out there that might be able to get me back up and running Hmm! It's looking pretty grim. Thanks in advance.

Hi torchwood. Thanks for your reply. That was the first thing I tried but came up with nothing. I even tried a system restore and that didn't work either. I think that it has something to the user profile or Identity although there is no login necessary as I am the only user on the computer.

    Hi

from what i can find, it sometimes appears when an Event log is full,
if you hover over it/left/right click does a message balloon appear.

padlock icon in system tray, can it be turned off? - Windows - Neowin
