I purchased a legal Windows 7 CD from Amazon and wanted to install it on a PC I was rebuilding.
Have you verified the checksum for the new media you purchased ?
Maybe there is a problem with the Win 7 install media.
If you're interested, here is a SF thread about this with links, posts, suggestions, etc.:

I have KB976902 on two systems and it causes no problems.
    Maybe your problem lies elsewhere.

It smells to me that the installation disk is corrupt in some fashion.

I would suggest reading this because you chose a refurbished Windows 7.

I also wonder if the installation disk is corrupt, that's why i suggested verifying the checksum.

Some other things that make me wonder about the media
The OP stated in Post #9
I'm sorry WHS but the update was installed on 11/20/2010 when the CD was made.
Win 7 SP1 wasn't officially released until February 2011, so is the new Win 7 media from Amazon SP1 or pre-SP1 ?
KB976902 is required to get the SP1 update, but this KB was re-published after 11/20/2010.

Maybe the new Win 7 media is an old pre-SP1 version with an old KB976902 update.
