Slow startup, software crashes, virus scan hangs, critical errors, etc

Is my old HDD causing the welcome screen to hang? Also, after the welcome screen, it takes about 2 minutes to load up all the applications. I checked the task manager and the CPU usage didn't go over 30% the whole time. Is my old HDD causing both these problems?
