Program Setups Opening In Background

Something that has been bugging me, is that when installing a program, the setup wizards and their subwindows open in the background, rather than on top as is normal. Being absent minded, I will sit and wait for several seconds, until I get impatient and look at the taskbar to see new tabs, which I must select to bring the setup on top. How can I set the OS to always bring these on top by default?

I have the same problem too. I think it's a Win 7 bug. Just keep an eye on your taskbar when installing programs I guess. At least til they release a fix or service pack that fixes it.

Are you running anything else at the same time?

Of course, otherwise the setups couldn't be in the background. I'm defining "background" as not being on top, not just an invisible window. I have not found that it matters which program is on top, nor do the programs which come to mind have the ability to be set on top by settings or default. Therefore, the only thing left is the behavior of W7. The question is whether there is a way to control this now, or if it is a bug?
