Windows 7 Path/Permissions error when trying to open files

Greetings!

Using Windows 7 Pro on my Dell Laptop (9mos. new).

When trying to run install files or open some shortcuts (Movavi)
I get the error {shown in the attached screenshot} that says:

"Windows cannot access the specified device,path or file. You may not have
the appropriate permissions to access the item."

Not sure how to fix this as I have never seen this one before.
Any help appreciated.
