I have resized my desktop icons while holding down Crtl key and using
the mouse wheel. Is there a way do the same thing to the icons inside of
folders?

Yes, you should be able to do the same inside Windows Explorer as well.

It kind of worked. With I did this with desktop icons they would zoom
in and out but in the folder they only jump to a larger size.

Correction, I figured it out. If I kept cranking the wheel it did what I wanted.
