There are freeware you could use Open Office...
Google doc's is free and a lot of people already use Chrome.

If you are using OpenOffice, then you should put your list into a document created by the Calc app.
You could also create a CSV file using Windows notepad app.
The list would look like:
Code:Jones, Jackie, address Smith, Sam, address
Comma Separated Values (csv) is the way the information gets separated within the document or whatever. If you want a program that can save a spreadsheet as a .csv file then you will need a spreadsheet program such as Excel or Open Office or another as shown in the above Posts.
You can make a csv type document in any word processor, as shown in Post #5, but it will not be shown as .csv file.
I'm not sure what you mean by that.
I figured that the OP needed to make a CSV file because that format was requested by some app or human. A CSV file created via notepad can be saved with the CSV file extension. The simplest way to do this is to put quotation marks around the file name when saving it. (e.g. "test.csv"). If you have Windows set to show file extensions for known file types, then you can easily rename a TXT file extension to CSV.
Once saved as a CSV file, double clicking on that file should give the user the opportunity to associate notepad with that CSV file extension (if needed).
If you are going to use CSV files a lot - then get an app like MS Office's Excel, LibreOffice's Calc or OpenOffice's Calc or one of the other free office suites. But for those that seldom use this file format, it is hardly worth installing an entire office suite.
I word suggest LibreOffice instead of OpenOffice.
